Eamon Dowd

Eamon Dowd is an associate in the firm’s Washington, DC office. He represents clients in antitrust litigation brought by federal, state, and private plaintiffs. Eamon also advises clients on a variety of antitrust topics and represents them in government investigations before the Federal Trade Commission and Department of Justice. He has experience in all stages of litigation, including pre-litigation strategy, motion drafting, complex discovery management, taking and defending depositions, direct and cross examination of witnesses, oral advocacy, and dispute resolution.

Eamon maintains an active pro bono practice, with an emphasis on housing and civil rights litigation. He also spent six months as a full-time eviction defense and housing rights attorney at a local non-profit organization through Covington’s pro bono rotation program.

In Lutz v. HomeServices of America, Inc. et al., No. 4:24-cv-10040-KMM, the U.S. District Court for the Southern District of Florida dismissed antitrust claims brought by a proposed class of homebuyers seeking to enjoin implementation of rules promulgated by the National Association of Realtors (NAR) relating to commissions paid to real estate brokers representing homebuyers.

The U.S. District Court for the Eastern District of Pennsylvania recently dismissed a horizontal antitrust conspiracy claim brought by a proposed class of homebuyers against a real estate brokerage company, while allowing the homebuyers’ claims based upon vertical agreements to continue.
